Housing Finance Programs
Owner-Occupied Rehabilitation
Owner-occupied housing units in cities and townships are eligible for rehabilitation loan funding.
- Deferred loans are available to homeowners rehabbing their homes. Deferred loans of $30,000 per unit for up to 4 units in a building are available.

Emergency Home Repair
Deferred loans are available to homeowners for repairing or replacing failing or near failing systems including well, septic, electrical, plumbing, roof, windows, heating system, water heater, radon mitigation, and mobility modifications for physically disabled residents of the household.

Community Growth Partnership Grants
The goals of the program are to increase the tax base and improve the quality of life by supporting activities in the following four areas:
- Affordable Housing
- Redevelopment
- Commercial Rehabilitation
- Public Infrastructure
The application must be made by the city in which the project is located.

Tax Abatement
Otter Tail County offers Economic Development Tax Abatement to encourage desirable development, redevelopment, or public improvements which clearly demonstrate a need for assistance and a public benefit.
