Otter Tail County has housing finance programs available to home builders, developers, and landlords for a variety of housing development and rehabilitation.

Owner-Occupied Development

Community Growth Partnership Grants

The goals of the program are to increase the tax base and improve the quality of life by supporting activities in the following four areas:

  • Affordable Housing
  • Redevelopment
  • Commercial Rehabilitation
  • Public Infrastructure

The application must be made by the city in which the project is located.

Property Tax Refund

Property Tax Rebates in participating cities provide a refund of future property taxes for the construction of new homes. Contact participating cities to review local program guidelines and request application forms. The following cities offer property tax rebates:

Tax Abatement

Otter Tail County offers Economic Development Tax Abatement to encourage desirable development, redevelopment, or public improvements which clearly demonstrate a need for assistance and a public benefit. Community-Specific Incentives

Communities within Otter Tail County offer their own incentives to build new homes such as down payment assistance, waived fees, and reduced lot prices.

Rental Development

Multi-Family New Construction Loans

Gap loan financing is available for the new construction of rental units in Otter Tail County. Maximum loan amount is dependent on size of project and financing need. Repayment is dependent on unit affordability and financing structure of the proposed development, but repayment will be at 0% interest.

Rental Rehabilitation

Loans are available to property owners and landlords rehabbing their residential rental properties. Eligible uses include improvements to the interior and exterior of the building, replacement of existing utility lines, and well and septic repair/replacement.

Landlords Accepting Housing Vouchers

Landlord Portal

The Landlord Portal web tool provides additional services by the Housing Authority. Through this portal, landlords participating in the Housing Choice Voucher Program will be able to:

  • View and reprint rent payments, inspection results, and 1099’s
  • View currently occupied units
  • View and update your contact and banking information
  • Use the Secure Document Exchange to send and receive documents to and from the Housing Authority
  • Sign documents electronically
