Community Growth Partnership Grant

The Community Growth Partnership Grant program is funded by the Otter Tail County Community Development Agency. The goals of the program are to increase the tax base and improve the quality of life in Otter Tail County through four strategies:

  • Affordable Housing: Promote the development of affordable workforce and supportive housing.
  • Redevelopment: Assist with redevelopment of blighted and under-utilized areas to maximize their potential economic value and minimize their negative impact on the livability of a community.
  • Commercial Rehabilitation: Support business creation/retention and main street revitalization through exterior improvements and reinvestment.
  • Public Infrastructure: Expand new residential sewer, water, stormwater, road, and sidewalk construction within cities necessary to support new housing development.

Grant-Funded Community Projects

2026

City of Pelican Rapids: A grant was provided to support the local commercial rehabilitation and business facade improvement program.

City of Battle Lake: A grant was provided for the rehabilitation, facade improvements, and visible updates to Galloping Goose.

City of New York Mills: A grant was provided to complete a housing study to better understand the housing needs of the community.

City of Fergus Falls: A grant was provided to complete an updated housing study to better understand housing needs of the community.

2025

City of Battle Lake: A grant was provided to create a local commercial rehabilitation program supporting businesses in the community.

City of Henning: A grant was provided to complete a housing study to better understand housing needs of the community.

City of Perham: A grant was provided to complete an updated housing study to better understand housing needs of the community.

Clitherall Township: A grant was provided for the rehabilitation, facade improvements, and visible updates to Lakes Vintage.

City of New York Mills: A grant was provided to support the local commercial rehabilitation program.

2024

City of Pelican Rapids: Grants provided to complete an updated housing study and create a local commercial rehabilitation program supporting businesses in the community.

City of Henning: Grants provided to support affordable housing development and for the removal of blight and facade improvements at The Farmstand and NAPA Auto Parts.

City of Perham: A grant was provided for the rehabilitation, facade improvements, and expansion of Karvonen’s.

City of Parkers Prairie: A grant was provided to complete an updated housing study to better understand housing needs of the community.

City of Dalton: A grant was provided to support the installation of public infrastructure for a new housing development in the North Fields’ Addition

City of Vergas: A grant was provided to create a local commercial rehabilitation program supporting businesses in the community.

City of New York Mills: A grant was provided to support the local commercial rehabilitation program.

2023

City of Dalton: A grant was provided to the City of Dalton to complete predevelopment engineering for the redevelopment of city property for affordable housing. 

City of Vergas: A grant was provided to the City of Vergas to support the creation of parking in the downtown commercial district. 

City of New York Mills: A grant was provided to the City of New York Mills related to the development of senior affordable housing. 

City of Pelican Rapids: A grant was provided to the City of Pelican Rapids for the demolition of a blighted building and creation of parking in the downtown commercial district.

City of Perham: A grant was provided to the City of Perham to support the installation of public infrastructure for new housing development in Prairies Edge.

City of Pelican Rapids: A grant was provided to the City of Pelican Rapids to support rehabilitation of Hillbilly Laser.

City of New York Mills: A grant was provided to the City of New York Mills to support rehabilitation of a blighted property on Main Avenue.

City of New York Mills: A grant was provided to the City of New York Mills to support rehabilitation of Continental Divide Brew Pub.

City of Vergas: A grant was provided to the City of Vergas to support affordable housing development near Lawrence Lake.

City of Henning: A grant was provided to the City of Henning to create a local commercial rehabilitation program.

City of New York Mills: A grant was provided to the City of New York Mills to create a local commercial rehabilitation program for downtown businesses.

2022

City of Ottertail: A grant was provided to the City of Ottertail to support exterior rehabilitation of the Williams Company Store. 

City of Battle Lake: A grant was provided to the City of Battle Lake to support the rehabilitation of a blighted property on Lake Avenue. 

City of Vergas: A grant was provided to the City of Vergas related to the removal of blight associated with a future housing development site. 

City of New York Mills: A grant was provided to the City of New York Mills to support the installation of public infrastructure for new housing development in South Point.

2021

City of Battle Lake: A grant was provided to the City of Battle Lake for the demolition of blighted buildings in the Hatchery Row Redevelopment District.

City of Vergas: A grant was provided to the City of Vergas for the demolition of the former Goodman’s Supermarket. Redevelopment of the property will add five commercial spaces and eight apartment units.

City of New York Mills: A grant was provided to the City of New York Mills to establish a down payment assistance program for the available Country View addition lots.

City of Dalton: A grant was provided to the City of Dalton to complete predevelopment surveying for the redevelopment of city property.

2020

City of Battle Lake: A grant was provided to the City of Battle Lake to work with MN Extension and West Central Initiative to complete a housing market study and survey that will inform a Minnesota Housing grant application to assist with Value Gap and Affordability Gap for the Hidden Meadows development.

City of Ottertail: A grant was provided to the City of Ottertail to develop the Building Big $1 Lots Program which encourages single-family housing growth.

2019

City of Vergas: A grant was provided to the City of Vergas to complete a housing study and gather public data on housing needs within the city.

City of Ottertail: A grant was provided to the City of Ottertail for building improvements to the Rusty Anchor Trading Company, a retail business in Ottertail.

City of Battle Lake: A grant was provided to the City of Battle Lake for the acquisition of the Hatchery Row Redevelopment District.

City of New York Mills: A grant was provided to renovate a building in New York Mills into a pod model child care facility that has the capacity to provide care to 24 children.
