Otter Tail County is currently expanding the Film Plastic Recycling Program into a regional program with Todd and Wadena counties. Continuation and expansion of the program was made possible by a recycling grant from the Minnesota Pollution Control Agency.
Currently, a little over 200 tons of film plastic are collected for recycling each year from Otter Tail County farms and boat storage facilities. Tonnage of collected film plastic is expected to increase by 30% over the next several years with the expansion of the program.

Farms that already have a Revolution Plastics dumpster from the program that started in 2016 are allowed to keep the dumpster, and Otter Tail County will arrange for the dumpsters to be serviced.
Collection Fee
- A $25 per-pickup fee applies to each dumpster serviced for the program.
Collection Schedule
- Monthly, bi-monthly, quarterly, as needed. Create your own schedule based on seasonality and volume of material.
- Smaller amounts of accepted film plastic waste can be dropped off at Otter Tail County Transfer Stations during operating hours for a fee.
Acceptable materials
Please place ONLY the following materials into your dumpster:
- Sileage Plastic
- Bunker Cover that does not contain nylon mesh or reinforcements (skrim)
- Boat Film/Wrap (cords and ropes cut off)
- Greenhouse Plastic
- Drip tape
- Bale wrap is NOT ACCEPTED for recycling at this time, but can be placed in a separate container for disposal with the same per pickup fee as the other accepted materials.
